only place you can *adopt* a dog is the shelter or a rescue, so you already answered your own question.

Your local animal shelter or rescue is the only place you are going to find a healthy puppy for that price.
No one is going to sell a healthy purebred dog for that cheap so you can eliminate that option completely
Search for dogs available in the Florida area.
Most dog adoptions costs $150 or less and come with shots worming and a spay/neuter.

Healthy AND purebred AND a puppy for cheap? You are looking to get ripped off. All of the qualities you are looking for are HIGHLY desirable- hence more expensive.
If you were willing to compromise you could get a puppy most likely from a shelter- but again if you wanted a purebred puppy that cheap you would have to wait for one to be available.
You could call your local Golden rescue- however- that again is going to require a wait as puppies don’t generally grow for free on trees.
You COULD go to a cheap breeder and get a puppy for $100- but as the saying goes “You get what you pay for.” Buying a $100 golden puppy from a breeder is a guarantee pretty much that it is a backyard breeder- which means while the puppy may or may not be sick when you get it- it will almost certainly be predisposed to more expensive problems that will cost you MORE money down the road to treat.

go to your local shelter. your local spca. even the pound.
they get pregnant dogs all the time. and pups no one can properly care for.
some dogs of pure blood. dogs of pure heart. and dogs who need a good home.
and its under $50 to adopt.
